EMSO Foundations for the Staff Officer

This paper will argue for the importance of studying EMS operations and maneuver as part of a curriculum focused on multi domain operations. By outlining how the Multi Domain Operational Strategist (MDOS) concentration at the USAF Air Command and Staff College (ACSC) approaches teaching MDO and the EMS domain, the authors will explain how to educate fighter pilots, logisticians, soldiers, submariners, cyber officers, and human behaviorists in EMS maneuver. By the end of the academic year, MDOS graduates not only have an appreciation for the EMS domain, they are advocates for sophisticated EMS maneuver in MDO and recognize that the EMS is the high ground of the current and future battle space.

The authors provide prospective from both sides of the PME experience with an MDOS professor and a recent MDOS graduate. Dr. Jared Donnelly is an Assistant Professor at the USAF Air Command and Staff College and the Director of Staff of the MDOS concentration. Major Robert “Stan” Smith is an Electronic Warfare Officer in the USAF, former USAF Weapons School Instructor, and a 2019 MDOS graduate. Together the authors will share insights on the state of the EMS domain and MDO concepts in the USAF, the challenges and opportunities in PME, and the need for a deeper understanding of the EMS and MDO across the DoD.
